&lt;div&gt;What has occurred with the increased use of FHA loans is increased risk. &amp;nbsp; With so many of the the home sales dependent on FHA financing, the government has decided to increase the monthly premium for home mortgage insurance.&amp;nbsp; This insurance is paid by the borrower.&amp;nbsp; It protects the FHA from losses due to home default. &amp;nbsp;&lt;/div&gt;

&lt;div&gt;This is an increase of $86 per month.&amp;nbsp; That means the borrower qualifies for less of a home mortgage by $18,000 as they will need an additional $86 for mortgage insurance premium. &amp;nbsp;&lt;/div&gt;

&lt;div&gt;It is my thought that the trainer was trying to share compassion with how difficult our job can - feel.&amp;nbsp; We do have those days when no potential buyers walk through the model home - these days are long.&amp;nbsp; We experience the visitor that drove all the way out to the community but will not share ANY personal information about what they are looking for in a home or what excites them about the space of a home.&amp;nbsp; There are those people who are enthusiastic about buying a home but have no intention of ever buying a home yet spend hours with you making you think they will buy.&amp;nbsp; We have prospects that are unemployed, have a home or homes to sell but have not listed yet, we have visitors that are just looking at paint colors.&amp;nbsp; Yes, this job can be discouraging and we can get beaten down (like a cage fighter).&lt;/div&gt;

&lt;div&gt;All the discouragement is wiped out by a great moment when a potential home buyer shares what particular features or space that they have dreamed about owning.&amp;nbsp; When they have determined through research that this community is the best location for planting roots.&amp;nbsp; They give you information about the way they live.&amp;nbsp; They want the sales person to help them find a HOME that best fits their way of living in that space.&amp;nbsp; In all they &lt;span style="text-decoration: underline;"&gt;want to buy a home&lt;/span&gt;, they are financially capable of buying a home, they are ready to buy a home and they want your assistance.&amp;nbsp; That is such a fun day for everyone.&lt;br /&gt;

&lt;div&gt;The Home Inspection is up next.&amp;nbsp; After a 2.5 hour inspection a number of items were addressed.&amp;nbsp; Form 35R is sent to the seller with our requests for some repairs.&amp;nbsp; The seller decides our requests are reasonable and agrees to make repairs and signs off on 35R.&amp;nbsp; This particular time in the game is critical as there is a fine line between asking for repairs on major items and asking for the entire inspection report to be addressed.&amp;nbsp; Seriously, the buyer needs to be realistic on what is important to them and it is up to the agent to address the request in a professional manner.&amp;nbsp; In this game, we are now heading to 2nd base. &lt;br /&gt;

&lt;div&gt;Appraisal is ordered by the buyers lender.&amp;nbsp; This can make or break the deal.&amp;nbsp; If an appraisal comes back lower than the sales price a few different scenarios may occur.&amp;nbsp; The buyer may request for the seller to lower the sales price to meet the appraised value, the buyer may decide that they want the house regardless and decide to bring the difference in sales price and appraised value to closing, the seller can attempt to get the appraisal modified.&amp;nbsp; The buyer has the option to walk away with earnest money if the above scenarios are not chosen.&amp;nbsp; But our game is going well for both sides and the appraisal comes back higher than sales price. We are heading to 3rd base......&lt;/div&gt;

&lt;p&gt;&lt;font style="font-size: 14px"&gt;WATER!&amp;nbsp;Not the word we wanted to hear while standing in a newly constructed home.&amp;nbsp; My buyer clients and I were&amp;nbsp;visualizing where the flat screen would be placed for optimal viewing.&amp;nbsp;Then the buyer’s home inspector popped&lt;img style="border-bottom: 0px; border-left: 0px; margin: 5px; width: 150px; border-top: 0px; border-right: 0px" alt="" align="left" src="http://images.trulia.com/blogimg/b/e/c/d/179804_1270328979171_b.jpg" /&gt; his head out from the crawlspace&lt;/font&gt; &lt;font style="font-size: 14px"&gt;access door and said the dreaded word “Water”…..which doused the enthusiasm of this unsuspecting buyer from head to toe.&lt;/font&gt;&amp;nbsp;&amp;nbsp; &lt;a href="http://images.trulia.com/blogimg/b/e/c/d/179804_1270328891437_o.jpg"&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;&lt;font style="font-size: 14px"&gt;When buying&amp;nbsp;a resale or newly constructed home a Buyer’s Realtor should be explaining the rights of the buyer to hire a home inspector.&amp;nbsp;&amp;nbsp; In Washington, a home purchase can be contingent upon the buyer’s satisfaction of a home inspection only if a Form 35 (Inspection Addendum) is mutually agreed upon by both parties.&amp;nbsp;&amp;nbsp; (Form 35 is a northwest multiple listing form)&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font style="font-size: 14px"&gt;In this particular case, my client had reached mutual acceptance (with Form 35 included)&amp;nbsp;on a newly constructed home that had been sitting on the market for months during winter and early spring.&amp;nbsp;In the Pacific Northwest, this means the “rainy seasons”.&amp;nbsp;&amp;nbsp; I advised them to hire a home inspector to which they agreed.&amp;nbsp;&amp;nbsp;&amp;nbsp; The inspection was moving along very well until water was found in the crawlspace (see photo below).&amp;nbsp;At that moment the $350 charge for this home inspection was justified.&lt;/font&gt; &amp;nbsp;&lt;img style="border-bottom: 0px; border-left: 0px; margin: 5px; width: 250px; border-top: 0px; border-right: 0px" alt="" align="right" src="http://images.trulia.com/blogimg/b/e/c/d/179804_1270328543578_b.jpg" /&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;font style="font-size: 14px"&gt;Once the buyer’s home inspection is completed and the report provided for review it is recommended for the Buyer and their Realtor to have a meeting.&amp;nbsp;At this meeting it will be determined if the buyer wants to proceed with the purchase based off of the inspection report.&amp;nbsp;Sometimes, the items found by an inspector are so minimal (for example, a protruding nail in the siding) that removing the inspection contingency and proceeding toward closing is the right answer.&amp;nbsp;If there are items that need to be addressed by the seller then negotiations may open back up. &amp;nbsp;&amp;nbsp;There are times that an inspection finds major defects with a home and it is the best solution for the buyer to terminate the contract.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font style="font-size: 14px"&gt;A Realtor’s experience and expertise is the key element to negotiating.&amp;nbsp;Sometimes the repairs may require a request for seller to decrease the purchase price, seller to credit the buyer for repairs at &lt;img style="border-bottom: black 1px; border-left: black 1px; margin: 5px; width: 200px; border-top: black 1px; border-right: black 1px" alt="" align="left" src="http://images.trulia.com/blogimg/b/e/c/d/179804_1270328738093_b.jpg" /&gt;closing, seller to repair said items or…or…or….there are a number of scenarios that can play out during the Inspection Response.&amp;nbsp;Per the NWMLS a Form 35R (Inspection Response form) is used to address the inspection with the Seller. &amp;nbsp;Remember, everything must be agreed upon and signed by both sides of the transaction.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font style="font-size: 14px"&gt;I called the builder’s listing agent and requested a Builder Meeting.&amp;nbsp;Once we met with the builder and he had his team inspect the crawlspace it was determined that the builder would fix the issue immediately.&amp;nbsp;&amp;nbsp; Based upon the builder’s explanation and agreement to repair the issue fully and with warranty the buyer decided to proceed toward closing.&amp;nbsp;In simple terms, the builder will pump out all water, inspect&amp;nbsp;for damage, replace the crawlspace with a new vapor barrier and allow buyer to re-inspect repairs.&amp;nbsp;If water is to be found in the crawlspace at any time over the next 2 years the builder will install a sump pump with warranty to buyer’s satisfaction and inspection.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font style="font-size: 14px"&gt;This is called a win-win situation.&amp;nbsp;The buyer is satisfied that their interest is protected and the builder is providing a solid and sound home at closing.&amp;nbsp;&lt;img style="border-bottom: 0px; border-left: 0px; margin: 5px; border-top: 0px; border-right: 0px" alt="" align="right" src="http://images.trulia.com/blogimg/b/e/c/d/179804_1270329166406_b.jpg" /&gt;&lt;br /&gt;

&lt;div&gt;&lt;font style="font-size: 14px"&gt;Most negotiations can have a happy ending if both parties remain professional and keep their emotions out of the picture.&amp;nbsp;Buyers need to do their due diligence when purchasing a home whether new or existing.&amp;nbsp;In this case, the buyer’s made solid decisions and will be closing on a beautiful new home with a DRY crawlspace.&lt;br /&gt;

&lt;span style="font-size: 12pt"&gt;My clients and I have been searching King County for a home at or below $200k.&amp;nbsp; They quickly came to realize that Puyallup was&amp;nbsp;saturated with SFR's (single family residences)just at or below $200k - and many&amp;nbsp;of these homes&amp;nbsp;are short sales.&lt;br /&gt;

&lt;span style="font-size: 12pt"&gt;They love to search for homes on the internet&amp;nbsp;and send me lists of short sale "deals."&amp;nbsp; I will graciously take their list of 10+ homes and quickly dwindle them down to 1 or 2 homes that would constitute a "deal."&amp;nbsp; This is done by checking County records to review the assessed value of the home, property tax status, taxes due, HOA dues, liens on property, how many lienholders are attached to the property, neighborhood review, sold properties within a 1/4 mile radius of home, current listing prices within a 1/4 mile radius of home AND a call to the listing agent to learn short sale/lienholder status, if they have received any other offers that have failed, if&amp;nbsp;a BPO (Broker Price Opinion) has been performed on the property, how close to foreclosure is the property and more.&amp;nbsp;&amp;nbsp;That is a lot of work to perform on the front end and will take a number of&amp;nbsp;my clients perspective&amp;nbsp;"deals" off the platter as they are just too sour.&lt;br /&gt;
&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: 12pt"&gt;At first my client was a bit uncertain why we could not go see ALL the listings that they thought were deals.&amp;nbsp;&amp;nbsp;Here are some reasons why....If a home has multiple lienholders then the liklihood of getting all lienholders approval to sell short is minimized.&amp;nbsp; If a home has unpaid liens against the property the chances of the bank approving payoff of these liens on top of the loss of proceeds is minimal.&amp;nbsp; The seller cannot/will not&amp;nbsp;pay off these liens and buyers will rarely, if ever, want to pay overdue bills of the seller.&amp;nbsp;&amp;nbsp;Some of these unpaid&amp;nbsp;bills may include utilities or HOA&amp;nbsp;dues.&amp;nbsp; There are&amp;nbsp;many issues that must be researched before considering placing an offer on a short sale.&lt;br /&gt;
&lt;/span&gt;&lt;br /&gt;

Yes. In situations where the buyer purchases the property, even though the seller retains legal title, the taxpayer may file for the credit. Examples of this would include a land contract, contract for deed, etc. According to the IRS, factors that would demonstrate the ownership of the property would include: 1. the right of possession, 2. the right to obtain legal title upon full payment of the purchase price, 3. the right to construct improvements, 4. the obligation to pay property taxes, 5. the risk of loss, 6. the responsibility to insure the property and 7. the duty to maintain the property. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span style="font-size: 10pt; font-family: 'Arial','sans-serif'"&gt;Are there other restrictions to taking the credit?&lt;/span&gt;&lt;/strong&gt;&lt;span style="font-size: 10pt; font-family: 'Arial','sans-serif'"&gt; &lt;br /&gt;
Yes. According to the IRS, if any of the following describe your situation, a credit would not be due. &lt;/span&gt;&lt;/p&gt;

    &lt;li&gt;&lt;span style="font-size: 10pt; font-family: 'Arial','sans-serif'"&gt;You are, or were, eligible to claim the District of Columbia first-time homebuyer credit for any taxable year. (This does not apply for a home purchased in 2009.) &lt;/span&gt;&lt;/li&gt;
